The Leadership team of the OECS Commission includes 7 members:
H.E. Dr. Didacus Jules, Director General of the OECS
His Excellency Dr. Didacus Jules assumed the post of Director General of the OECS in May 2014. He is responsible for driving the regional integration thrust towards a single economic and social space involving ten Eastern Caribbean States. Dr. Didacus Jules had extensive regional and international experience. He served as Registrar and Chief Executive Officer of the Caribbean Examinations Council (2008-2014) leading a thorough modernization of the Council. Dr. Jules has also served as Vice President of Human Resources Cable and Wireless Saint Lucia (2005-2008); Permanent Secretary for Education & Human Resource Development Saint Lucia (1997-2008) as well as Permanent Secretary for Education and Chief Education Officer in revolutionary Grenada from 1981-1983.
Mr. Jenner Caprice, Director of Operations of the OECS Commission
Mr. Jenner Caprice is the Director of Operations of the OECS Commission. He joined the OECS Commission in 2020. He assumed the post of Director of Corporate Services for the Caribbean Public Health Agency (CARPHA) from 2013 to 2020.
Mr. Jenner Caprice has worked as a business development director at local and international levels. He has experience transforming organisations, managing multiple projects and developing and implementing strategic plans including the allocation of financial resources. He is a professional in performance management and a trained Quality Assessor. Mr. Jenner Caprice is also a Member of the Chartered Institute of Management Accountants.
Mr. Dwight Lay, General Counsel
Mr. Dwight Lay heads the Legal and Governance Division of the Organisation of Eastern Caribbean States. As General Counsel, Mr. Dwight Lay oversees all legal matters for the Organisation including corporate affairs. Prior to joining the Organisation Mr. Dwight Lay worked extensively as a Barrister and functioned as a legal representative for the Government of Saint Lucia. He is a member of The Hon. Society of Lincoln’s Inn, London and the Saint Lucia Bar Association. Mr. Dwight Lay earned his Master of Laws Degree from the Cave Hill Campus of the University of the West Indies. He obtained his Bar Vocational Certificate from the College of Law in London, England and his Bachelor of Laws (Honours) degree from the University of Wolverhampton in the United Kingdom.
Mr. Chamberlain Emmanuel, Head of Environmental Sustainability Cluster
Mr. Chamberlain Emmanuel assumed the post of Head of the Environmental Sustainability Cluster (ESC). His portfolio includes oversight of programmes and projects spanning: Climate Change and Disaster Resilience; Biodiversity and Ecosystems; Land and Water Resources; Oceans Governance and Fisheries; Sustainable Energy; and Chemicals, Waste and Pollution Management.
Mr. Chamberlain Emmanuel joined the OECS Commission in February 2010, after transitioning from service to the Government of Saint Lucia starting in February 2001 in capacities as Chief Engineer (A/g), Contracts Manager and Civil/Project Engineer. Mr. Chamberlain Emmanuel has 20 years of practical experience as a Civil Engineer and Project Management Professional.
Mrs. Sisera Simon, Head - Human & Social Division
Mrs. Sisera Simon assumed the role of Head of the Human & Social Division in September 2023. Her portfolio includes strategic oversight and leadership of programmes and projects covering: Social Inclusion and Social Protection, Education, Health and Youth Development programmes.
Mrs. Simon is an educator with thirty (30) years of experience in the field of education. Prior to joining the OECS Commission in 2013, she served in several capacities within the Ministry of Education of the Government of St. Lucia, including Education Planning Officer, Research Officer as well as Training Officer.
She holds a Bachelor's of Science in Elementary Education with additional certification in Early Childhood Education and a Master's in Education with emphasis in Secondary Education from Cameron University. She is also a Project Management Professional (PMP) from the Project Management Institute - PMI, and continues to engage in continuous professional development in Monitoring & Evaluation, Education Statistical Data and Analysis, Performance-Based Management, Disaster Risk Reduction and School Supervision and Reform.
